Under the Right to Education Act, a private unaided school admits a share of children free and claims back the cost from the government. Fees > RTE reimbursement is your ledger for this. It prepares the claim. SunRuby does not submit anything to a government portal.
Rate: the page shows the Rate per child, yearly. For Maharashtra the shipped value is Rs 17,670 and is marked "verify". The claim per child is the lesser of the fee not charged and the rate (for a term, its share).
RTE children are never billed
Mark a student's RTE seat on the student's page for the year (with the RTE application number). Invoice generation then leaves out the heads that the government reimburses, and an extra charge on such a head is refused. Set which heads these are under Fees > Fee law, column Reimbursed for RTE children. See Fee law and the fee notice.
Make a claim
- Open Fees > RTE reimbursement. The top shows RTE children, the rate and Outstanding. A line tells you if some children are in no claim yet.
- On Claims press New claim. Choose the period (a term or Whole year). The rate is copied; change it if the government gave another.
- Press Make the claim. A draft is made with the children, the Fee not charged and their Attendance.
- If students changed, press Rebuild the children. A draft you do not want can be deleted with Delete the draft.
- Press Download the claim pack. It is an Excel file with the summary, the children and the receipts. It holds no Aadhaar.
- After you submit it to the education office, press Record as submitted and type the reference.
Record what the government does
- Record the sanction when the sanctioned amount comes. It cannot be more than the claim.
- Record money received each time money arrives. When the received money reaches the sanction, the claim becomes Received. If the sanction was less than the claim and is paid in full, it becomes Short-paid. You can also Close as short-paid with a reason.
- Receipts are never edited or deleted.
The other tabs
- RTE children. The list with the application number.
- Dues by age. What is owed, in groups of 0 to 90, 91 to 180, 181 to 365, 366 to 730 and over 730 days from submission.
- Charges check. It should say "No RTE child is charged a reimbursed fee". If not, it lists the open invoices to fix.
